Help...strut shocks topping out on 94 trailboss

Brand new strut shocks and the darn things are making a loud bang when we ride. On further investigation it seems that the left side is "Topping out"...that is....the cylinder is all the way up. When I installed them I assumed that the shock seated all the way into the strut. Is it unheard of to insert the shock "almost" all the way into the strut? It seem like if I were to bring it up inside the strut about an inch it would stop banging

When you removed the old struts did you measure how far they were seated into the housing ?. I would think they would be seated all the way down, but maybe not. Ive never changed struts before, so im just guessing here.
