Rear shock on Scrambler

I have a 2005 Scrambler. I have noticed it sags a bit in the rear. I have the shock adjusted to the highest position and it still sags a bit. Is this normal preload or a sign on wear?

I have looked at replacement shocks and aftermarket. Found them a little expensive. Anyone has some ideas....
