rev limiters question

My ATV has a rev limiters. When I back up it cuts the engine back in speed by running bad. My question is what is happening for this to do that. It backfires and skips like the ignition is cutting out unless you push the bypass switch. Another question is why do the need for this? safety? Just doesn't make any sense to me.

I cant explain how it works but you can buy kits on ebay and from vendors on here to override the switch so that it doesn't cut out and so that you have 4 wheel drive in reverse. You can do it with out the kit. It only involves some short wires and a few connectors and a switch. Its the instructions on how to do it that are worth the money.
