I had this problem and it turned out to be dirt in the throttle body. I removed the throttle body, cleaned it, and it was fine after that. I never did find out how dirt got into the throttle body.

In my case, sometimes I could blip the throttle a few times and get it to come all the way back to a regular idle.

Probably is the IAC or the vacuum hose to it. The IAC likely just needs cleaned or the vacuum line is leaking. Both are easy fixes that take only a few minutes but at the dealer its gonna cost ya $$...sounds like it already has.
A bad TPS won't cause high idle. If its bad it usually causes rough or NO idle and/or a dead spot in the throttle. I've never known a bad TPS to give a trouble code either.
