99 sportsman. no awd, electric start, speedo

like i said, 99 sportsman 500. just bought it. no speedo, electric start doesnt work, and no fan. guy i bought it from said he replaced the speedo and the left handlebar controls (over ride, elec. start button ect.)..... were do i go from here? did he get a bad speedo? is there a fuse or breaker bad? help please???

Speedo has to work for AWD to work, do a search on google/here

ther are two circuit breakers in plastic pouches inline on main wireing harness, one is around steering stem ,other is between selenoid and starter, open pouches and see if these are corroded or fried, also check wiring for broken wires around steering stem, its a pain, gotta take front plastic off andcut all the zip ties off harness, remove wiring from harness so you can see all wires make sure you have a good battery

turned out to be a short in the wiring harness along the steering stem. local shop replaced the wires and back at it again. thatnsk for your help guys
