96 400 Sportsman ft hub leaking

Good afternoon, I am hoiping to get some technical advise for this machine that I have owned since new. I have been a mechanic for 30 years,,however not a Polaris Mechanic, that being said I am not a pro on these Polaris machines, I love this old thing and It looks like new and actually runs fantastic still. For several years now I have had a L ft hub that continues to leak. I have replaced the seal over about 10 years about 3 times. This time I am going to figure out the reason this continues to leak. First off, no matter how tight you tighten the front wheel bearings it is still loose (if you grab the top and bottom of the wheel when it is jacked up and wiggle) you know what I mean, just like if you were checking how loose the ft bearings would be on a car. Anyways the R ft has never had a leak or any problems. So, I ended up taking the wear sleeve off of the strut because it had a few light grooves.
Once I got that off I noticed that the ft strut assembly is not actually a one piece cast unit. The outer piece where the wear sleeve would press onto is actually not tight on the strut housing. I am assuming this is not normal ??
It also would make sense to me that this is the reason I could not get the ft bearings tight, (I am assuming that the outer race closest to that presed on part is allowing the race to be loose ?? Anyways do you have any advise?
Have you ever seen this piece that is loose? Also when I put the coil back in the new wear sleeve, there is a gap that should be in there right?

that piece is cast into strut and shouldnot be loose, do you have a manual?

Thank you, No I do not have a manual, I didnt think that it should be loose, I also think that was possibly the culprit for the leak. Has anyone ever seen this piece loose before?

Im thinking about taking that strut down to Polaris, If you ask me, Its a design flaw. noyhing i dod wrong to cause that casting to come loose. Any thougts? Has anyone seen this before?
