How do I remove this?

I think the knot of my pull rope is jammed in the stator cause its not there anymore when the rope broke.. How do I remove this, is it just a bolt to pull it oout? If so does anyone know what the bolt size is? and should there be any play in it what so ever?

This looks like a two-piece recoil off of a late model 250. There isn't any way the rope can get inside the flywheel housing. The pulley & the flywheel are in separate housings. Is your flywheel seized? If not, replacing your rope, & rewinding the recoil is fairly easy.
