Should be 4 bolts total. Yes you need to
Remove Recoil housing. Should
Be 2
Bolts in there just above bendix and the other two are for the mounting bracket under the atv that connect to starter. Those are a pain and will take patience

I am in this boat..... got the four bolts off: brackets on the open side of the starter and the two behind the recoil cover).

Mine still won't move much and the cover behind the crank pulley seems to be in the way from pulling the starter out if it was loose.

2000 Polaris Xplorer 250... need to get the starter out.. any ideas?

I have the exact same problem! I have the hanes manual and it says to remove the start with bracket on, leaving it attached. The only way to get to top bolts is to remove the left side clutch cover, centrifugal gears, rear clutch cover....way over my head.

I've punted. I have local shop, not a dealer, that is going to finish it. It was just to much over my experience level. Not harm for trying.

I was given a haynes manual. It shows starter with a wide open view...only 4 bolts to remove..piece of cake. It doesn't talk about the total take down to get to those 4 bolts. Are there other versions of manuals that are more helpful?
