starter drive /bendix

i have seen on ebay there are a ton of starter drives / bendix for sale why would one go bad ? there a bearing inside of the large housing? broken springs. or just broken teeth ? my recoil housing had a whole bunch of water in it. might be why my electric starter does not work.
