All the jets need to be removed and cleaned. The bowl itself could be full of trash also. Use needle nose vise-grips and clamp on head of screws to remove them or carefully use a small chisel and hammer to tap the head of the screws counter clockwise.

It has pilot jet, main jets, needle jet and float needle. Go to a online parts diagram and look the picture of your carb. a website such as babbittsonline.com click on atv parts, polaris, your year and size of atv then carburator. When you get the diagram pulled up roll the wheel on the mouse to zoom in.
The diagram will help you alot.
