Douglas alm rim

Ive got the stock douglas alm rims on my 04 pred. Theyve got little black spots all over and its not from pitting. I can scratch them off with my fingernail. Would a bug and tar remover help get this off? Other than that, the rims are in great condition so id like to try to keep them and clean them up.
