tire size help

I am looking to purchase a new set of zilla's. My stock tires are 25" and I would like to go up one size. The problem is that I did a little studying on them and some people say that a 26" zilla is really only 25". Same thing with a 27",its only 26". IS THIS TRUE? Being that I want to go up one size,should purchase 27" to get what I want?
