I purchased a RAC permit last year, and we always rode from Pottsville. It looks like thats an hours drive from you, so I am sure there are closer areas, but that was most convenient for me coming south from York.
Sad to see the permit go up $25 in price, as there really was no reason to charge more, but for 22,000+ acres of trails, its a good deal if you are in that area.
Parking was our only minor problem, as you can't just unload from the corner of the Walmart parking lot and off you go. There are a few areas along Valley Road that you can park and ride from.
