Two-up in PA?
I'm guessing the answer is "no", but can you legally have a passenger on a "single rider" quad such as my 550XP provided you have an additional seat? I have looked over all of the PA ATV laws, and can't find anywhere that states you can't. Anyone?

Not sure if this helps, but in Michigan the law specifically says no passengers unless the machine is designed for it.
Maybe since yours doesn't your okay? A loophole possibly.

Unless it has just recently been changed, it is still legal to ride two-up on a one-up quad in PA. They tried to stop it on the Allegheny National Forest trails several years ago but lost the first three court challenges. I heard this from a DCNR officer. Be careful if you are going to ride double though, especially going up hills as the weight distribution will be all screwed up. I personally got a Touring model so we could ride safe & comfortable.

x2, however i didn't speak w/a DCNR officer, but i did check their web site with all the ATV rules. i didn't see anything regarding passengers. they do have something in the rules that atvs always need to be operated with safety, but it would be the officers burden to prove riding 2 up isn't safe. if you didn't crash and/or your passenger didn't fall off, i believe that would be hard to prove.
i didn't get a touring model though, i got two used instead of one new one.
