I think the easy outs come in a kit of 5 or so. Not sure you can buy just one. You drill out the bolt (don't go too deep and drill thorough the frame or engine) close to the threads, without damaging the threads, and use the biggest easy out that goes in the drill hole. The drill bit needs to be harder than the bolt grade or your bit will just spin around on the bolt without getting a bite. If you have other bolts in the same area that are the same length as the broken bolt, you can estimate a safe depth by putting the sample bolt next to the drill bit with the bolt head at the drill tip and then move the bolt away from the bit the distance of the break-off plus 1/4 inch for safety margin and then wrap a piece of black tape around the bit to mark the not-to-exceed depth. This is the method for engine blocks and critical areas. You may want to start by drilling a small hole to try to control placing the center of the hole and then drill it larger. The bolt broke off because its probably frozen in place with rust. External broken bolts can be very difficult. Before you start, give the bolt a couple of hits with a center punch and hammer. This may help knick with center of the bolt to help get the bit to bite in the middle and maybe knock some of that frozen rust loose. Good luck.
