Throttle Stop Speed Control System
Adjusting speed at the CDI is the recommended method of speed control, but the throttle stop system may also be used. The following procedure allows you to control how far the throttle opens.
1. Loosen the jam nut
2. Turn the screw inward to reduce speed or outward to increase speed.
3. Tighten the jam nut after adjusting

ok heres what they did you just need too reverse the situation as well as check the cdi screw should be all the way in or most of the way.....................if you need the parts go too cheapcycleparts, or bikebandit they carry oem parts for these machines;;;;;;;;;;;

their is a jumper on the CDI box.
1.Remove the CDI and its rubber mounting strap from the mounting tab, which is located on the frame bulkhead near the steering post. It can be accessed through the left front fender.
2. Remove the two screws from the jumper to remove the jumper. Reinstall the screws.
3. Reinstall the CDI and mounting strap onto the mounting tab.
