still need help 2001 trail blazer 250 top end

first off hi im new here
i got this for my 12 year old and he loves it my ? is after i had a no start issue i cleaned carb up then had to blow air into carb to get it started the compression is only 96 so i was thinking i have to do a top end i dont have the money to do alot of up grading it running better sence the carb was cleand out if i dont need to over bore it should i and if i do, do i have to get it jetted also for his age it go pleanty fast it could use more low end thu cuz he got stuck in the mug before the carb got cleaned i was thinking for doing a cluch kit or at lease try to rebuild it any help be nice thx
