Electiral issue or normal?

I just picked up a 96 trailblazer really cheap for my wife to ride because it had a few issues. I had to replace the silent chain because it was slipping and the starter bendix drive was bad. Both cheap easy fixes.

My question is with the electrical system I just want to make sure that this is not normal before I dig in to it.

The key will not kill the engine when it is turned off and I can start it with the recoil starter if the kill switch is on even with the key off and taken out. None of the lights or electric starter work with the key off, it seems to me that the key should kill the engine and make it so it wont start with the recoil starter when it is in the off position. Do I have a problem or is this normal?

Check your ground wire from the cdi box if you can touch the ground wire to the frame and it still runs the cdi is bad. when this happened to me the cdi box was bad but mine would also cut out from idle to half throtle.
