If it's overflowing you need to check your float level, needle, and seat inside the carb. It should not be leaking under normal operation when sitting on level ground. It may just need to be cleaned. Many times the needle gets dirty and jsut doesnt seal properly so it just continues to leak. It can be dangerous depending how it is sitting because the gas can run into the engine instead of the over flow. I've seen an engine almost completely full of gas. When the user tried to start it the motor hydraulic-ed. Anyway clean/check your carb before fixing the hose.
BTW.. The hose tee's with another overflow on the side of the carb and then runs into a one way valve to keep water out of the carb.
