Does the solenoid close each time the key is turned to the start position?

Yes it does, but it sounds like the starter has a dead spot, does"t do it all the time

So my thoughts are if wires and connections are tight and clean and the starter is getting juice throw a starter at it. I bought mine from Rick's Motorsports Electrics. If you do want to test further the instances it doesn't roll over test for power at the starter. If it's present and it doesn't turn over then you know it's the starter.
