07 Sportsman 500 efi fuel power

I am a newbe here, so if this is not in the correct place, sorry.
I have an 07 sportsman 500 efi, when I am testing the plug to the fuel pump, the meter flashes 13 to 14 volts when you turn the key on and then it drops to almost nothing.
The only problem I am having is no constant power for the fuel pump.
Can anyone help with this.
I have tested the plug using different grounds.
The atv just died while riding it a few weeks back.

After the pump has pressurized the line, the pump regulator kicks in and senses full pressure and starts shutting off the pump. And I don't think you can just remove the fuel line at the injector, cause it should sence low pressure and shut the pump off then as well.
Just unplug the elect. connector at the pump and see what the voltage is, should be the same as battery voltage.
for testing purposes, you really need to rig up an inline pressure gauge, any ol' cheapy pressure gauge will do as long as it can handle petroleum liquid and goes to at least 50 lbs. I think minimum test pressure is 38 lbs.
Check all your connections and make sure they are clean.

When I unplugged the pump and tested the plug, that is when I was getting good voltage (just a quick enough for me to read it on a meter when I turn the key on) and the voltage would go to nothing.
I also have the fuel line disconnected from the fuel tank

I just put a new battery in it. I tested the battery and it has a good charge.

I got a new PCM
Still doing the same thing.
If I unplug the pump at the power supply connector, I get a flash of 13 volts. It is just enough to feel the pump pulse and able to get a reading on the meter.

Can anyone please help. If not I will have an 07 sportsman for sale (parts machine)
