95 sportsman 400 front chain slack

I recently replaced the center tightener on my sportsman. 4x4. I have the rear chain, and center chain tightened correctly. The front chain has a bunch of slack. I loosened the front tightener, and when I get it where I think it needs to be I turn the handle bars. Strange thing is when I turn the handle bars in either direction, the front chain loosens and then tightens when the wheels are straight. Is this normal?

No - it's not normal - check the bearings in the front bearing carrier
