I have a 2000 Polaris Sportsman 500 that is not getting power when the key switch is in the “on” position. Functionally when the key is turned on, you should get the lights to come on and power to the winch. I get neither. The ATV will run with the key switch on and by pull starting it. The local Polaris dealer said it sounded like the “off/run” switch so I replaced it. That’s wasn’t the issue. I’m getting 12 volts at the key switch (red wire from 20A circuit breaker) so this tells me that the bag breaker is good. I get 12 volts at the off/run switch from the key switch; this should tell me that the key switch is good. I have checked the ETC circuit to make sure that it reads normally open which is the correct condition. I’ve seen posts like this on this site and other sites and the bag breaker seems to be everyone’s answer or the ETC circuit but have never seen anyone post a definitive answer. I would appreciate any help in this problem.

Try looking at the connections at the voltage regulator.

I don't believe there is any way to test a rectifier-regulator,other than having low output and your stator tests ok, then it's time for a new one.
I meant for you to check the wire connections at the regulator.....namely the red wire and the tan one, make sure they are clean.
check starter solenoid wires as well, even the little one, you're looking for a broken wire or corroded connection.
