Fuel pump, Carb needs cleaned because the needle valve is stuck, fuel filter plugged.....Probably just the carb needs cleaned......If it sat with fuel in it the fuel degrades and bad things happen inside the carb. Pull it off and give it a good cleaning.

 

The 07 700 is fuel injected - fuel pump is probably either stuck or otherwise not functioning - drain and flush the fuel tank, test and or replace the fuel pump - if still no go, take it to a dealer for diagnostics
