All the info should be in the front of the manual under specifications for each specific model
Pretty certain your on the right track. No doubt that pilot circuit is clogged. Rebuilding that mikuni carb is definitely the right choice over a Chinese replacement.

 

But I looked it up for you and those are indeed the correct jet sizes. 1 turn out on the screw

 

So i received the kit and installed it. It now idles good and seems to run well once started. However, it is very hard to start. Choke does not seem to make a difference. I made sure to put the new needles back the same way and such. But I am wondering what I missed.

 

you may need to adjust the fuel enricher i think it has that and not a choke, they work by adding fuel to the mixture when its applied

 

Yes. If that choke/fuel enricher whatever is not adjusted properly it won't raise that brass cylinder enough when you pull the choke cable. Is your plug in good condition? My 350l runs great and idles but I still have to give it light throttle while turning over to start it.

 

the choke plug was in the rebuild kit as was the spring. So it was all replaced. But again, nothing in the manual I could find to show how it needed to be set so I just tried to put it back the same way I found it.

 

could be some gunk still in the passages that feed it as well

 

Should be set so that with the choke lever off the plunger is fully seated. Minimal slack so when you begin to pull the choke lever the brass plug begins to move

 

I believe this is how it is set. I can double check it.
