Still cannot get it too start. Here's where I'm at

Seafoam in the valves and in cylinder. Seemed to have compression

Timing was off according to what I've read. 2 silver links were 180 degrees from the gear marks. When we tried to line everything back up, we had the 2 silver links over the gear dots, as soon as we pulled it over, the two went off by 180 degrees again. I can't figure out how.

Also, after putting back together, the recoil jams up. The electric start still spins freely however

Have spark, fuel

Compression on tester is 10 psi

What should I do next? I'm at a bit of a loss, especially at how the chain could jump from where it was

Simply put all timing marks on a single will go out if you are not at the true top dead center compression stroke. If you are are on any other stroke it will drop off of timing. Look at the cam and make sure both valves are closed. If it happens again, check your cam for wear, and your valve clearances. If you are TDC compression and getting 10 psi still it usually is a sign to pop the head and see if the piston is holed, or one of the valves is burnt.
