Replaced the gasfilter and put on a new Carb. Still had the bogging down at 1/2 throttle and backfires. Still has the same issue and after more research looked to be a bad cam. So we replaced the cam and rocker. Now when we start it, it doenst seem to backfire but wants to cut out at 1/4 to 1/2 throttle. It's almost like nothing changed but the cam did look bad but it's not backfiring now. But can't even get to 1/2 throttle now and just cuts out. Any suggestions??

Carb is too lean on the main jet at the least - perhaps too lean on the mid range slide needle jet too - check the main jet for size and assure the slide is rising with increase in engine speed

You’re better off with a used BST40 from a 500HO and a good cleaning than the China carbs.

Get a rebuild kit and go through the original carb. In addition to what has been suggested, look for a tear or holes in the slide diaphragm on the top of the carb. Excessive wear or binding can also lock this up and it will be gutless.
