Sounds like you need a new Bendix or you might get away with cleaning the old one. They will run a little after initial startup and that's fairly common but if it continues to stay engaged it will work on the starter pretty quick.

Gets fuel and spark. Ran great then one day after kids rode it it just wouldn't start. Tried what I guess is new electric choke, no change. It is getting 3.5 volts from the harness but does nothing when I turn the motor over.
