My sons 2006 Phoenix 200 started burning oil. It burns oil consistantly; on start up, when it is cold and when it is up to operating temp. Compression test came back @ 95 psi. My questions to you guys are; I don't know what the compression is suppose to be, the compression ratio is 9.2 to 1. Is the compression 9.2 x 14.7 = 135.2 psi and if so is 95 psi low (I would think so). Also does that test prove that it is the rings and not the valves or vise versa. Or is that test not conclusive. Thank you in advance for your time.

That is a little low for where it should be on compression. Not conclusive as you could have worn rings or valves out of adjustment or worn. Or even valve seats bad. First thing to heck is valve clearance. IF that's ok then you will have to pull the head and check valves and possible cylinder to check ring gap.
