Turn the key and the solenoid clicks but the starter doesn't kick in, it's starts right up if I jump the solenoid. What could be the issue?

There is also a relay, up front in the fuse box. I think it is labeled on the inside of the fuse box cover.

I've checked the fuses and swapped some relays around, and from solenoid to starter wire looks fine and is tight along with the battery cables

solenoid is bad? jumping it is a bypass. could be solenoid or starter. sometimes jumping a solenoid will shock a bad starter enough to work. i would double check hot and ground wires

Those relays can be weak enough to not pass enough current to the starter solenoid. Been there, done that. Polaris makes a starter relay bypass kit that provides a "beefier" solenoid.
