Going to jack up this weekend and check, but I’m wondering if the front axles should rotate in 2wd or only when the 4x4 switch is switched on? Currently they are rotating all the time, and I don’t notice significant torque change when I select 4x4...

I am guessing that your Trail Boss has the hilliard clutches in the hubs. So yes, the front axles turn all the time the machine is moving. Jacking it up then running it gently is the only way to know if the 4x4 is working. Newer machines with the hilliard clutch in the front differential will be different.

Jacked it up and yes in two wheel drive the front axles spin but hubs don’t engage. 4x4 switch on, front wheels spin with the rears.

Sounds like you're good to go OP.
Change the hub fluid while you're messing with it so it'll stay that way.
