This 2012 Ranger has an air restrictor inside the rubber hose between the filter and the throttle body. Why is it there and is it costing me power?

It is not a restrictor, but a baffle - it's there to reduce noise to comply with EPA requirements. It is not costing you power, but if you remove it, you will notice the engine runs lean. It will correct itself over time.

Thanks latebird, being that I have installed a snorkel for the air intake (to eliminate water intrusion from busted plastic intake tubing) I guess I can remove the baffle.
