I have the rear brake caliper off a 96 Magnum 425. It has the mechanical foot brake that has a cam that closes the caliper on the brake disc. The pin that operates the caliper piston seems to be really tight on the bore. Should the spring on the pin that operates the caliper piston be capable of retracting the pin after the foot brake is operated?

It should. But it’s probably developed a little rust on it. You will need to pull it out and scotch Brite it pretty good. I would clamp off the brake line because that pin goes into the fluid cavity of the caliper. I’ve had to pull mine out and clean it up a couple of times.

I pulled the pin and polished with Scotchbrite. It appears the drag is in the o-ring seal. Ever changed the o-ring seal ? Maybe the hydraulic pressure from the handbrake helps retract the pin? Never worked on one of these before. Don't know what is normal. I would expect the pin to retract with only the spring. Heavier spring?

Number one issue with those calipers. Hate that setup, but if you own one you have to deal with it as there's no aftermarket part you can get for the rear. Maybe ebay, but it would be expensive.
Clean it up good and remember it's tapered so just place vise grips on it gently and pull it out, check the spring, change it if possible and place some anti siez in the whole entire network of moving parts.
