Can anyone tell me if this line is a breather line or if it connects somewhere? It on the bottom of the carb and has some sort of filter on it. I've checked other threads and can't come up with anything. Your help is greatly appreciated

That's the overflow with a check valve to prevent water from coming back in. It just hangs down toward the ground.
