yes. floats can develop leaks from pinholes or cracks. the float fills with gas and stops "floating" and doing it's job. easiest to just replace the float.
usually when the float has a hole in it the fuel will not shut off. it then comes out the overflows.
if you're not getting fuel the float is probably stuck or seized from dirt/gum.
