I believe it's a one way berring in the clutch, and when you idle down while costing it draggs on your belt...... you have to be carefull tho once I was coasting down a mountain and about half way down a whole ot of belt smoke came outta my machine, guess I had too much weight on my machine.

OK, from an earlier post I thought that it was something similar to a clutch brake in a manual transmission. Used to stop the motion in the transmission when shifting into gear.
