I had a failure on my machine which took out the piston. Just rebuilt and eliminated the oil injection. I'm mixing 50:1. I have read I should replace the throttle cable and possibly put in an oil block plate. Is this totally needed? I don't think the block is but possibly the throttle cable can hang up so I should change this?

Also, should I change the setting on the needle valve for the carb?

You should change or modify the throttle cable to eliminate the oil pump section. It can hang up if you don't. No need to remove the pump if you don't want to. Do not change the needle position either. Not needed.
