Perhaps flooded? Try starting holding the throttle wide open - or see if it will start with starting fluid - if the 'new 'carb is an Ebay or Amazon 'special', open it up and check it - I have seen 'new' carbs from sellers there that were only new on the outside - sellers there will sell carbs that have had fuel in them and they gum up in the box. So if it starts just briefly with starting fluid it's a fuel issue - if not it might be a timing issue.
Why a new reed valve and carb? What was wrong with the originals?
Gets fuel and spark. Ran great then one day after kids rode it it just wouldn't start. Tried what I guess is new electric choke, no change. It is getting 3.5 volts from the harness but does nothing when I turn the motor over.
