no but it was cleaned very well and fresh gas

It has a governor screw on the thumb throttle if its screwed in to far it won't move. Try backing off that screw.

You were advised to check the belt, did you?
I'm no mechanic but you aren't giving any hints wrt what you've checked or tried.
Simply stating that "It won't go" isn't much for anyone to go on.
