I agree - better articulation would be advantageous, but if the OP is primarily French or other nationality, he may have a problem with English and I also agree that this forum is not the place to ask for the information he seeks. He needs to go to the city government to seek guidance, but with the Scamdemic drama he may have difficulty contacting the agency that he needs to as the tech industry wants everyone to do everything online which gives everyone with the knowledge of 'how' to see what everyone is doing. Remember, even private messages on this forum are not private and once put on the internet it is forever. Somewhere my emails and text messages from 2000 are stored infinitely. E-mail is not electronic mail, it is Evidence Mail.
I was fired from a job of 25 years for failure to install safeguards on a certain industrial press - I did not because I was instructed by the corporate safety officer not to as it would be addressed at the corporate level (lack of communication between corp safety guy and the local plant manager). I was ready to leave the place and had my letter of resignation composed (not on their company computer network) - my firing did not change my tenure and I received all my accumulated benefits, I just did not get a going away party, but before I left, I forwarded certain company emails to my personal email. The plant manager expressed concern as to why I would forward company emails to my personal email account. I told him they were my emails and I just wanted the information in them as it pertained to me. Buried in those hundreds of emails was the one from the corporate safety guy instructing me not to put safeguards on one particular piece of equipment. Based on that one email, I could have gotten my job back, compensation for unjust termination and pretty much make myself fireproof. I told my attorney I was ready to leave anyway and the document was for my protection if someone was to be injured by that machine and I was ultimately named in a lawsuit. That letter is in my file at the attorney's office and will be used in my defense if.............., but my attorney accessed the corporate email account and has boxes of documents between the corporate officers and owner of the company of anything that referenced me. Got to cover yourself as every time I expected a pat on the back I got a kick in the rear.
