could be that, could be a plugged main jet, could be poor compression due to bad crank seals or fried piston or head gasket. These are all things to check.
First off pull the carb and clean it thoroughly. If this does not solve the problem, do a compression test.
have also seen in one or two rare occasions that the "enricher" (what you are calling a choke is not in fact a choke) has been set improperly. I once had a snowmobile and it would not idle or run unless I set the enricher cable so it was on slightly. And this engine and carb are identical to a sled engine, so anything is possible.
I noticed that these engines do not come with a fuel pump, in my experience it is possible to run a snowmobile without on, purely relying on gravity, so in this situation our fuel systems must be clean beyond spotless.
