Polaris 250 replaced starter relay and it’s still not starting

We just got a (94?) polaris trail boss 250. New battery, good spark plugs, just put In a new starter relay, and it still won’t turn over (but makes a clicking noise) so apparently the old one was still good?
It will turn over but not start, when we jump the terminals on the relay. Nothing from the button start…Any ideas? We are fairly new and just trying what we know.

Could be a lot of things main switch, starter button, wires,fuses,and relay.
Do you have good spark,gas and compression?
We don’t know how to check the compression, can try and check the spark. It ran great for the guy that owned it just a week ago. It took him a lot of pulls though. We are trying to get the electric start. Gas is good.

We have checked the wires on both sides of the circuit breaker with an ohm meter, and there is power on both sides. The circuit breaker was open when we took it out. Traced the same wire all the way to the circuit board with an ohm meter and that was good also. We checked the wires going in and out of the starter switch and back to the circuitboard with an ohm meter and there and they are both good. The ground from the battery to the engine is connected and good and the ground strap from the engine to the frame is good. Any ideas on what to check next?
also why does the circuit breaker click (about every 30/40 seconds) when connected to the battery?
