Steady drip from carb

I have a 1998 Xplorer 400L. On the bottom of the carb bowl there is a brass nipple for a hose. Mine has no hose on it. I'm getting a steady drip from this nipple of about one drip every 5 minutes or so when the machine is parked with the gas turned of. It's really stinking up the garage. Two questions,
What would cause it to drip there? Is that tied to the float needle and seat circuit in the carb?
I will be installing a new line on that nipple. Where is the correct place to route that line to?

Route the line between the engine and transmission to the under side of things. A steady drip from the carb with the fuel turned off indicates a faulty petcock and perhaps a faulty float needle, needle seat, incorrect float level setting, damaged floats or another as of yet undetermined internal carb problem.
