no idea but I used it to mount my license plate, put one bolt in hole and then zip tied the top to frame.

I heard it is a bracket for the sportsman exhaust, they kept it on the scramblers. I mounted my plate to a 2" receiver insert...easy on/off

That would be where the muffler would be attached on a a sportsman, that's also where I put my license plate.
