Trailboss 350L running poorly.....found problem....not the carb!

So, my newly purchased 91 Trail boss 350L was barely running. I rebuilt the carb and there was no improvement. Engine would run only on choke while feathering the throttle.
I decided to take off the rubber manifold to check for cracks. When I did I also inspected the reed cage and found a large piece of flexible material stuck in one of the reed petals. The petal was permanently being held open approx 1/4 inch. I have flipped the reed petals over and will be reinstalling. My question is....where the hell did this piece come from? Pics posted below.

The reeds appear to be Boyensen fiber reeds and if not broken are fine - yeah, what is material and where did it come from?

Part of the air filter? Something that got or was put inside the air filter during a moment when the air filter was off?

Let us know if you determine what it is and where it came from.

I agree - it kinda looks like RTV or another silicone adhesive product - silicone is not gas or oil resistant and should not be used where exposed to certain chemicals - look to see if someone tried to repair a tear or split in the intake with the chit - even using it as a sealant between the read cage and carb holder can result in your experience.
