Unable to shift “help”

I’m not 100% familiar with the 2000 xplorer 250 4 x 4 as far as gear shifting.
I’m assuming the idle Has to be low enough to allow it to fall into H or R or L gear similar to our go kart clutch?

Yes rpm has to be low enough the belt isn't engaging the secondary. Assuming it shifts with the machine off??

Ok so its either high idle or mis-aligned clutches.
