I run a off road club based out of the Green Bay,Wi Area. we work along side WDNR and many atv trail based clubs though out WI. Here is some info regarding a Wisconsin first 10,000 acre OHV park in the forest county area.
To my knowledge Wi has purchased/leased the land but will not give away the exact location at this time. Looks like construction will take place in 2014 while additional funding is obtained and park guidelines are established.
