90 Polaris Won't Start

I picked up a 90 Polaris Sportsman that needs some work. It turns over, has good spark and compression is at 80. I have check all the safety switches and they are all working. I have cleaned the carb and even swapped out the carb with another I had just in case and the gas is good and flowing.
Starter fluid only seems to make it more difficult to turn over. No ignition or sputters. I am open to suggestions.

Thoughts?

Sounds like low compression. Should be 90-110 psi

Engine Turns Over But Fails to Start

G No fuel
G Dirt in fuel line or filter
G Fuel will not pass through fuel valve
G Tank vent plugged or pinched
G Carb starter circuit plugged
G Engine flooded
G Low compression (high cylinder
leakage)
G No spark (Spark plug fouled)
ignition component failure
G Safety switches malfunctioning
(Ignition, Kill, Brake--to--start)
G Electrical malfunction

Crank seals? Factory is 130 psi. Check to make sure the crank case is not full of fuel?

Compression is done dry

COMPRESSION TEST
1. Remove spark plug and install compression tester.
2. Connect high tension lead to a good ground on
engine.
3. Open throttle and crank engine until maximum
reading is obtained (approximately 3--5 seconds).
